As
of 7-01-06, regulations state that U.S citizenship must be verified
for persons applying for K-TAP. An actual birth certificate for the
parent and proof of I.D are required. I.D. can be a current driver's
license or I.D. card issued by KY; social security cards do not count
as I.D. If the birth certificate must be sent from out of state, the
application can be held for approximately 30 days; if after thirty days
the parent still does not have it, K-TAP can be approved only for the
child(ren). Once the parent obtains the birth certificate, they will
be added to the case. No transportation or supportive services will
be provided until the parent is in the case.
Clients who are already active on K-TAP will have to provide the same
proof of U.S citizenship and I.D at their recertification appointments.
Birth records of clients born in Kentucky should be available though
the Cabinet's computer system. The people born out of state will have

Transportation
PA-33's (Verification of Education/Training and Transportation), are due
by the 10th of each month.
In February 2006, Congress passed the Deficit Reduction Act (DRA) of 2005
reauthorizing the Temporary Assistance for Needy Families (TANF) program.

KTAP
Kentucky Transitional Assistance Program (K-TAP):

When someone applies for K-TAP, they are given 10 days to return all
necessary information. The application will be processed within thirty
days. If the information has been received after the deadline date,
it is filed in the case record. If the person reapplies within the next
couple of weeks, that information can still be used. Recertification
takes ten days.

What Happens When a K-TAP person goes to work:
- The K-TAP check does not always stop. The earnings may not be counted
for two months.
- When the earnings are counted in the K-TAP case, certain deductions
are allowed.
- A family member may also get help with things needed in order to
keep working

What happens if K-TAP is discontinued due to work?
- The family may still get some help such as Medicaid or food stamp
benefits.
- The family may get Work Incentive reimbursements for up to nine
months
- Child care assistance may be received as long as the family meets
the guidelines for the Child Care Assistance Program
What are the Child Care Assistance Program Guidelines for income
eligibility?
Eligible children must reside in Kentucky with a family whose income
does not exceed 150 percent of the federal poverty level. Upon approval,
children may continue to receive child care assistance benefits. See
if your family's income is within the Income Eligiblity guidelines.

Family Alternatives
Diversion program was developed to assist families who are self-supporting,
or could be self-supporting if a few short-term needs were met.
FAD payments do not count toward the 60 month time limit and up
to $1500.00 are paid out in the first 3 months following approval.

Individuals may
qualify to receive money to assist them with relocation costs
is they need to move to be closer to a job or are in a domestic
violence situation. Relocation payments may be made up to $900.00
if need is verified.

Participants
may qualify for up to $1,500.00 to help pay for expenses needed
to maintain employment. The 12 month ERA begins with the effective
month of discontinuance and the need must be verified.

may qualify for a $250.00 bonus payment for completing high school
diplomas, GED's or post-secondary degrees or certificates. Short-term
training programs do not qualify as post-secondary.

remain active on K-TAP may qualify for a once-in-a-lifetime $250.00
bonus payment for maintaining employment for 90 days. Employment
must equal 30 hrs. x min. wage and must be reported timely and

Participants
who report and verify income time may qualify for up to 3 bonus
payments of $500.00 each for maintaining employment equaling 35
hrs. or more x min. wage. These payments may be made to folks

also a once-in-a-lifetime benefit.

Participants
may be eligible to receive payment for various expenses related
to the repair or maintenance for their car, if it is determined
that it would help them move toward employment or self sufficiency.
Eligible payments could include lincensing or registration fees
and/or car insurance. These cannot exceed $500 in a 12 month period
and do not reduce their $600 supportive services balance.

| Supportive Services › |
K-TAP recipients
who are participating in allowable Kentucky Works activities could
qualify for supportive service payments that are determined necessary
to enable participation or to assist them in getting to the point
of participation or pursuit of employment. Supportive Services
include transportation, child care, interview outfits, uniforms,
school supplies, etc. ... Participants are limited to $600.00
per 12 month period.

Individuals may
qualify to receive additional monies to pay for certain medical-related
items or services, if not covered by the medical card and it is
deemed necessary to assist them in participating in a KWP activity.
Examples of this would be eyeglasses or corrective lenses; dentures;
hearing aids, if not available through Vocational Rehabilitation;
and medical services or items required as a condition of employment
(e.g., the employer requires a physical prior to employment and
the individual has already had the annual physical covered by
Medicaid).

A child is covered by its mother's card until released from the hospital
after its birth. At that point, the baby must have its own coverage.
A baby born to a mother on the medical card is eligible for coverage
back to the date of birth. The pediatrician's office can call to verify
eligibility but most of the time they will just let the mom bring the
card in once she gets it.
